I have never understood the way people use the term 'cultural appropriation.' Most instances I've seen seemed to me to be cultural appreciation. I don't really get why wearing your hair in the same style is belittling. If you were doing it to make fun of them, yes. Like the old skits with people wearing black face and exaggerating and mocking the way people talk, yes, that's mean. But, "Oooh, I like the way she does her hair. I'm going to fix mine that way," doesn't seem like belittling to me.

Of course not, blacks are oppressed and lack institutional power so them doing such things is not cultural appropriation.
