Is that him in the new commercial? I wasn't sure because he's not in Harrow-mode.

it is him but is he playing a character because he speaks english with an american accent but in real life he speaks with a english accent.

Yep, that's him. cool beans, just started watching Boardwalk Empire from the beginning - Mr. Harrow is one of the coolest characters on the show.
