Obviously there was a family connection, but the way that the Elle has totally eclipsed her older sister is absolutely unprecedented. It seems like their career paths have taken inverse trajectories. Dakota was being hailed as possibly the greatest child star ever several years ago and now is mainly doing indie projects and otherwise has faded into relative obscurity, while Elle (no doubt influenced by her sister's success) is being praised as the best teen actress of her generation and is being offered mature roles by accomplished directors.
Chloe, meanwhile, started out with a lot of promise as a child actor but the studio executives and other big shots in the industry have not fallen in love with her the way they seem to have with Elle, despite Chloe being in the business a lot longer and working pretty much constantly. Most of her projects have not been critically or commercially successful and as a result she decided that taking a break to adjust her perspective would be in the best interest. Yes, in terms of 'celebrity status' and media visibility, Chloe is among the most discussed celebs on social media and is hounded by paparazzi wherever she goes. Unlike Chloe, however, Elle appears to mainly focus on her work, makes better career decisions, selectively takes roles that will strengthen her resume, and for the most part keeps her personal life separate from her professional life.
