More like a 21st century Little Finger. Putin got into power by being politically savvy. Manipulating the right olligarcs and removing the other ones.
The Russian journalist Navalny have been for many years. Until his arrest. Making scathing youtube videos revealing the insane wealth that Putin has been putting away. That, the failings of Putins controlled opposition, and growing poverty has made it clear to Putin that his power is faltering. He is also quite aware that when the deck of cards first starts collapsing he'll be the one stuck with all the jokers, where as the olligarcs that keep him in power can "disappear". That is why Putin now is rattling the sables and vying for war. Circus for the people obfuscates the the real villian in any story.
