After the US, India has the largest number of fluent English speakers in the world. India is ahead of the UK, Canada and Australia. About 100 million people in India speak, read and write the language fluently. Whereas another 300 million or so have a bare working knowledge. Still more people can say words, but of course cannot speak sentences.
