It seems she is the only teen in pretty little liars (which is show for teens and is terrible). And almost never appears in it. I think she is a better actress compared other oldies in the show.

Her acting abilities have nothing to do with how much screen time she gets. If you actually watched the show enough to say that it's terrible, then you must've gotten the gist that for the majority of the first four seasons her character is supposedly dead. Maybe that's why she doesn't show up much in the show.
