No. In fact, his biggest failures were personnel decisions. Sessions, Wray, Mattis, Esper, Haspel, McMaster, Kelly, and many other terrible choices. Barr showed early promise but failed in the end.

Before his presidency he was an Ex game show host with 26 sexual assault cases who was close friends with the most famous Pedophile in history (a large number of Epstein victims were recruited from Mar-A-Lago), squandered his father's fortune on a stupid casino, claimed bankruptcy 6 times to avoid paying debts and bills and ran a fraudulent University and Charity.
