Having a missile system in space has been a goal set by the military for decades. I'm not just saying that to blindly support Trump. This idea is nothing new. It's been in the works for a long time. Even under the almighty Obama. It's meant to detect and destroy oncoming nuclear attacks from above. Only difference is, Obama wouldn't fund it and Trump is.

Ah, Winter Soldier...my favorite MCU movie. :)
That is, without a doubt, the most "mature" MCU movie, if you ask me. It feels the most down to earth and touches on serious political issues. Also, I could perfectly envision Trump fantasizing about a a Hydra-style "purge" of "undesirable" people in America using those space stations and drones.
