I'm sure he has been a for a long time. They were probably starting to wonder if he would outlive the queen.

They plan for these things years in advance, and they review those plans every six months. They were making plans for the Queen Mother's funeral as far back as the early 80s (and probably a lot earlier than that). She lived for another 20 years.
