Dr Who

Although it was a small role, his final scene where he gave the speach about Van Gogh was heartbreaking and brought me to tears. If you have the chance to see the episode you will really enjoy both his and Tony Curran's performances.

Well I believe Bill Nighy was at one point nearly cast as the Doctor, but as the Ninth Doctor, not the Eleventh. I think he'd have made an incredible Doctor, too. He's awesome.
As far as the Scottish Van Gogh and the episode in general.. well I really enjoyed it at the time, but looking back I totally agree on both points. It compares terribly to other similarly toned/themed episodes and the accent is a sore thumb. Willing to forgive the accent if anything though, because of the nature of the show.

"So say we all."
