For real. There are several great clips form older movies displaying their size and weight.
But what happened? They don't seem big at all now. A tragedy. They were her best feature.
There’s some chance she could have been very early in her first pregnancy during the filming of Young Adam. Her boobs look much more voluminous in that movie than others.
It’s a bit of a stretch, the baby was born late September 2003 and the film released in September 2003. My guess is the filming was done before she got pregnant, but it’s not completely unreasonable.
Otherwise she’s just one of those actresses whose boobs vary a lot. I’m not sure she’s been topless since she had her first baby. My guess is aging and pregnancy has filled her out nicely.
She's well into her 40s now as well, which will also greatly effect her body.

I just dug into it more, and Young Adam was in the 2003 Cannes festival, which was held in May 2003, so her scenes were almost certainly shot before she became pregnant since she gave birth in late September, 2003. So her more voluminous bosom in that film really can't be explained by pregnancy, at least without some pretty intense film production to shoot until early February and get an edited version into the Cannes festival that may.
Really, it's probably just a function of normal weight fluctuation and hormones. Amanda Seyfried and Jennifer Connelly are other great examples of apparently large fluctuations in breast size not attributable to surgery and probably explained by weight change, exercise and diet.
Emily Mortimer is also quite thin, so small fluctuations in breast size are probably magnified by that. Some of her earliest nude appearances she's almost gaunt in appearance.
I don't think Emily Mortimer ever had huge breasts. They are nice, though. And looked great when she actually showed them years ago.
For recent looks, there is "Phil" (2019) where you don't get a clear full on view, but enough when she is in the shower to see that what is there looks to be about the same as it ever was. There's also "Mary" (2019) where again, no actual nudity, but you can see her in a tank top here:
