I mean, I don't particularly care for the expression, particularly in relation to a woman, but the sad truth is that in politics, as in entertainment, individuals have a shelf-life in the spotlight. That can come at almost any age (the issue isn't age per se), but it's akin to the expression '15 minutes of fame'. Lemon is probably suggesting that Nikki Haley is no longer 'flavour of the month'.
We have a President that's old as mold and just got rid of an ancient Speaker. There's no "shelf life" anymore.
