Because 1)they didn't ask for physical contact like this boy did asking for a hug 2)they looked immediately uncomfortable and perturbed and 3) their parents didn't defend their kids.

Yet the democrats still made him their candidate and president.

What's that say about American culture versus Tibetan?

I might agree with you on this one. Apparently this tongue greeting is a thing in Tibet.

I remember watching that movie Seven Years In Tibet and seeing people doing this in the movie and thinking it was bizarre but it is something they do.
