In Otis (2008) she's supposed to be in high school. But, she was 23 at the time. Is it really that hard to find an actress that's 18? I don't understand why this is supposed to be ok.

From what I understand, actors over 18 are preferred because of child labor laws. 23 is about average for a high school student in Hollywood. The people on Grease and Glee were between 22 and 30!
