shareNo, foreign language films are eligible in all categories. Look at who won last year, Marion Cotillard for "La Vie En Rose." Roberto Benigni won a decade ago for "Life Is Beautiful". There are many other examples from past years, as well.

shareWhilst ytou can be nominated and win for a 'foriegn' film and non english film, it rarely happens. (In my honest opinion an actor/actree is generally more likely to win for an average role in an 'American' film spoken in language then a very strong performance in a film where the spoken language is not english).
For relaxing times, make it Suntory time...
I agree Carice van Houten is a beautiful very talented and charismatic actress, a great character wonderfully portrayed.
