Should Have Received An Oscar Nomination

She was amazing in "Black Book". There is no justification for nominating Cate Blanchett for "Elizabeth: The Golden Age" and not Carice.

No, foreign language films are eligible in all categories. Look at who won last year, Marion Cotillard for "La Vie En Rose." Roberto Benigni won a decade ago for "Life Is Beautiful". There are many other examples from past years, as well.

Whilst ytou can be nominated and win for a 'foriegn' film and non english film, it rarely happens. (In my honest opinion an actor/actree is generally more likely to win for an average role in an 'American' film spoken in language then a very strong performance in a film where the spoken language is not english).
