Best acting was in Hostel.
No, I haven't seen every SINGLE one of his performances, and he was good in WTC, but he had to basically carry the entire second half of HOSTEL, and he was f'ing brilliant. He had to be the everyman-- if the viewer was in Paxton's shoes-- and he does an awesome job shifting from an *beep* frat boy to a compelling, sympathetic character.
I also appreciate the fact that this is one of the few roles where he doesn't have to play "Latino". In fact, it's not even part of his character. I get tired of seeing people with some Hispanic background relegated to characters who are full-on Latino stereotypes. Jay is fully believable as an all-American college guy.
