Yes, it's pronounced the same as Ian. Because it IS the same name as Ian. Just an alternate spelling. Eian and Eion are also pronounced Ian, as they are additional alternate spellings.

Ian and Owen are common in the UK and both can be spelled a myriad of ways but both are almost always pronounced as they are in any part of the English-speaking world, as Ian or Owen. Very occasionally they may have a different pronounciation too, like the guy who plays Mr Fantastic in the Fantastic Four movies.
