Russia tried to do about it. Russia tried to negotiate about Ukraine. They tried to negotiate the Minsk agreement and everone in the West was determined to go to war. They were in negotiations with Ukraine for a ceasefire in March of last year and the West ran in and shut down the negotiations. Waters was right.
