Because she's a terrible actress and she's terribly average looking.

She's very pretty and nails a flawed character flawlessly. Her nervous ruthlessness is quite charming, even funny. I can understand Todd's crush on her.

Just because she isn't stick thin and made of plasic, doesn't mean she isn't attractive. She's lovely.
