It's called "clickbait." They want you to click on it so your computer gets infected with adware and other unwelcome bugs. There's a reason I use ad-blockers such as Ghostery and Adguard. They made my life on the internet sooooo much better :D.
Chances are very high that the article is fake, and that story would apply to Alicia Silverstone more so than Hilary Duff. As far as I know, Hilary Duff has taken on a more low-profile in recent years, and is juggling being a mom and acting in her new tv show.
