I was watching the video for that IMDb original series and they are interviewing Kim Coates and Theo Rossi and Kim mentions 1%ers and the woman asks him to elaborate and he tells her the wrong thing. He says 1%ers are "people who ride, people with bikes" because not a lot of people actually do ride. Does he seriously not know that 1%ers specifically means outlaw bikers?

I've seen enough interviews with him (and the rest of the cast) and can say that he he absolutely does know what a one percenter is.
Personally, I think that he just wasn't willing to start bandying about words like "criminals" "gangs" "bad guys" etc which is clearly what the reporter was trying to goad him and Theo into. I've seen he and the other guys go out of their way to avoid using those kinds of words as they have a lot of dealings with real life one percenters, who struggle with how they are perceived by the masses. So it wasn't ignorance, just a careful response to a potentially very incendiary question.
The fact is, anyone watching the show, and particularly the reporter should already know what's meant by that term anyway.
I figured either he didn't know (which seems crazy) or he intentionally gave the wrong answer.
