Dragonball is set on Earth but there are different countries. Such as West city, East City etc. There is no such thing as Japan,UK,Canada etc. So it doesnt really matter if the characters of the film are asian or not. People think everyone in the film should be asian, but this is only because Dragonball was made in Japan.
But,
As Dragonball is loosely based on Journey to the west, you would be forgiven in thinking that the characters should be asian. Except, Bulma. As she embarked on a journey to find the dragonballs, which would take place all over the world. So, she would be American or Europian etc.
