Simple, he cheated. He even made a statement in 2007 about how there should only be hand written ballots because it would be so easy to manipulate digital voting machines, and it would be impossible to verify those votes. He was SO concerned about this that he wanted a law passed to require all federal elections to not allow digital voting machines. I'm sure when he realized he couldn't win it legitimately the previous election cycle, he started looking at using that corrupted technology to help himself.
