I don't think that is just up to him. Hence why he didn't pick any of the major players in Avengers. Perhaps he had some control over Cobie Smulders as Maria Hill as I remember she was his first choice for Wonderwoman.

The guy has enough clout(and a fanbase that just wont stop ball-handling him) I think he can flex his muscles when it comes to casting if he wanted it bad enough.

Well not really. He certainly has enough power to say something like "hey, you should take a look at this actress, I think she would be great for the part," but he really doesn't have the power to say "you're going to cast her because I said so."

Arh c'mon now. He created some of the biggest SciFi and Horror TV-series hit in modern time + he's been the writer on some very big movies. Johs Whedon isn't exactly a mister-nobody in HW.
