In stand up comedy , the lines being delivered can be funny but they have to eminate or be part of the person saying them.
In TV or movie comedy acting,that kind of actor can make any line funny if they are really great at it. Jim Carrey (for me anyway) can make anything he says funny in a movie and when he ws on In Living Color.
In his stand up act,he did what he was comfortable
with and what he knew both he and the audience would like.
In Lily's case her lines of dialog depend on her personality,just like Lucy's comedy character of the "crazy Red-Head" is a part of who she is.
I saw Moment By Monet once,with all due respect to you,I was both bored but at the same time,laughing at the unintentionally funny dialog. See my review of that here on IMDB.
