Was she really cast as Elsa?

I read online that she was originally cast as Elsa. She sounds too mature to voice a 19 year old, do I wonder if this was when Elsa was originally going to be the villain.
Does anyone know anything about this?

And I'm not sure why I wrote that Elsa is 19, when she's 21 in Frozen.
