Is it based on Werner Herzog?

I was thinking the same thing but Herzog does smaller movies... still seems to be a reference to him.

I only realised this literally a few weeks ago!! I spent ages looking for whoever his character was based on, but the name obviously doesn't match up. Then for some reason I stumbled upon Herzog's imdb page and after reading up about his temperament and how people spoke about working with him (plus the whole European thing) I just clicked that he must be the guy Stellan Skarsgard was portraying in Entourage. Dahoy!

Actually, I think Smokejumpers is similar to Herzog's movie Rescue Dawn in terms of production (but different story).

I'd be surprised if the character is not based on Herzog. Same first name and Skarsgård looks kind of like Herzog.

They spelled Werner wrong in the show. They spelled it like it's supposed to be pronounced, Verner.

Not the most convincing German accent I've ever heard either. I guess that many probably can't tell though.
