I think what he meant was that her face can have emotion and depth and that it can change really fast. I dunno I've heard that the sky in England changes fast and unexpectadly.
That's more Scotland than Endland but I think that's what he meant anyway. But the weather still does change pretty quickly sometimes, perhaps I'm just used to it.

The sky in England is nearly always dull, grey and cloudy. It rains most days. I'm not quite sure what the critic meant either, but it sounds more like an insult to me. In any case, I think she's beautiful.
