Actually she sounds Caribbean to me on 'Without a Trace.' I thought it was purposeful, until I recognized the actress. Not standard American -- but I love it, cuz she sounds JUST like my aunt (who has lived in the States most of her life, but still has a touch of the islands in her voice). :-)

Marianne is of caribbean descent which means her parents could be from Martinique, Guadeloup, St Lucia, Dominica, Haiti. All of which speak versions of the French language.

If you think she sounds Caribbean, then she's doing an even worse job than I thought. She's trying to fake a native NY accent.

Who said that she's trying to fake a native NY accent? BTW, she sounds just like my friend who was born in Tortola, BVI to British parents. She moved to NY at the age ten. She doesn't have a British accent anymore but her accent is definitely different from most NYers.
