It is a British thing. Most Brits have an aversion to modern dentistry. There are notable exceptions, but the U.K. truly was, and STILL is the "Land Of Bad Teeth".

I have been there many times (all over). The typical state of gums and teeth there is appalling. I have experienced room-clearing rotted breath there on many occasions. Sad, but true.
