I find his acting is tremendous in 24. I don't know why you would think his acting is terrible. I see no evidence of this.

I agree, all hype and no gravitas. He's been part of 90 projects and the only 2 things I remember him in are: the Three Musketeers and Eye for an eye.

Just because he screams louder than anyone else in every scene doesn't make him a good actor. I totally agree with the o.p.

Watch Designated Survivor. No screaming and really nuanced performance.
