They could be, it's hard to tell. Since Neile said McQueen had bad feet, that would his reason to wear those shoes. Having bad feet myself, I had to wear ugly shoes when I was a kid (and this was back around the time that picture of McQueen was taken). Many other kids then had to wear similarly stupid-looking shoes, and it was understood that kids wearing those shoes had trouble with their feet.

He was too cool to care what people thought about his shoes, or feel the need to explain why he wore them. Wish I could be like that.
