why do people call her jennifer jason leigh?

She chose the middle name "Jason" in honor of the late Jason Robards who was a close friend of her father.

I don't know if this is why in this case, but in many cases when actors register with the Actor's Guild, there may be another actor with their name already and including their middle name would differentiate the actors. So however they are registered would be how they would be credited on their work. That's why there's Sarah Michelle Gellar, Neil Patrick Harris, Bryce Dallas Howard, James Earl Jones, Jaime Lee Curtis, etc.

People say full names with celebrities because they don't know them personally and this is their celeb name. If people said Jennifer Leigh it's doubtful anyone would know who you were talking about anyway.

It's because that is her professional stage name. Many people use their middle names in real life also. Lisa Marie is common as is Ann Marie etc. There is no rule about middle names.
