Why was working on "Assignment, Earth" S2/Ep26 so unpleasant for her?

According to "Inside Star Trek: The Real Story", Gene Roddenberry insisted that the hemline of her miniskirt be raised much higher than she was comfortable with.

I think I was 12 or so when I first saw this episode. Sorry, Teri, but I remember thinking back then that the miniskirt was pretty hot. But... she had to wear it, so her opinion outweighs mine.

Sexual harassment by Roddenberry was alleged by Garr. The story has been inconsistent over the years as to the details but at times a casting couch has been implied. While it has been noted that Garr was unhappy with her costume I would say it was in step with what might be expected of a young 20 ish woman in 1968 who believed in the sexual revolution. Actually, I would say her costume was in good taste all things considered. In my younger days I never threw a ready glance at her thighs as though I was expecting a sexual display. Further, since the pilot for Assignment Earth fell through I think she felt the need to trash Star Trek as cheesy sci-fi as to raise her stature above it.
