Yes it is! They said afterwards that he tore muscles in his arm.
I took a tandem flight with Kitty Hawk Kites near Kitty Hawk, NC a few years back. Fortunately my guy remembered to clip me in. Of course KHK always had you do a "hang test" before taking off. And I would not have allowed us to start until I was indeed clipped in. We were towed by an Ultra Light to 2,600 feet, and then released. It was awesome! At one point, we even flew through a cloud!
