I don't see it as being fair at all to think a 17 year old has the capacity to fully understand the consequences of their actions.
I've known some people who have grown up in Mexico, and well before the age of 17 they understood that the drug cartels were nothing to trifle with because of, among other reasons, the high amount of violence they commit on a daily basis towards anyone who opposes them, even on a minuscule level.
So, I guess what I mean is: other people from there have understood the drug cartel situation, whereas this young man did not realize the situation he was getting himself into. He was 17 and getting piss drunk while getting cheered for it by Youtube comments. Kid probably felt he was on top of the world.
That's fair. I concede he won't be winning any Darwin awards.
