Basically, they want to crack down on free speech by means of fines and in-game penalties....

I think you're misinformed, salmon. You can stay in the locker room during the NA. If you come out and kneel it's a fine.

I suppose. But still, the fact that they even considered 15-yard penalties for kneeling just shows how low the league has come.

At non international sports games, why do they play the anthem anyways?

They should play the antham from each country the players are from . They do it in hockey

Well there are two countries in the NHL.

Really, outside of Olympic ceremonies I don't really know why they play the anthems.
