It's the answer to the question "What's seven times seven?" in Douglas Adams' book "Life, The Universe, and Everything", the third of the hilarious Hitchhiker's Guide to the Galaxy trilogy which consists of five books.
Upon hearing this, Arthur Dent (the protagonist) remarked, "I always thought there was something fundamentally wrong with the universe."
Great stuff! We miss you, Douglas. You left us way too soon. RIP.
