The World Isn't Enough is such a chore to sit through. It's like they intentionally tried to make the most boring film. "Hey guys, let's film the worst ski chase ever! Let's make the story really convoluted so nobody understands it!"
I actually applaud the effort of trying to make a plot with twists and nuances, even if the movie is sometimes found lacking, thought for other reasons (Denise Richards). I'd take that over pretentious entries that are sold as being complicated but are actually just a mess full of plot holes (Skyfall).

I misread this when I first saw it as "The World is Not Enough Isn't Boring" so I skipped it thinking it was still more TWINE apologism. But you are 100% correct. One of the worst Bond films.
