Help me find that movie

looking for a movie I watched between 2000 and 2005 on Cine5, a Turkish TV channel.
Here are some key scenes I remember:

1. At the beginning, a blonde, seductive, and evil woman puts her heels in front of a man's face.
2. In a car scene, while sitting in the backseat, she seduces him with her foot, which is covered in nylons.
3. Later, on a yacht or ship, she holds a gun and shoots a man in the chest. He lies flat with blood on his chest,
and she places her nylon-covered feet on him.
4. Surprisingly, it seems the man doesn't die, or it was staged, as he gets up and continues a normal conversation with her.

I've been searching for this movie for over 10 years and have had no luck identifying it.
