A television movie in which a rapist is falsely accused of rape (Solved)

In this television movie, which might be from the nineties, a rapist moves into a neighborhood. Shortly after that, a local woman is raped and the man is arrested, but he is not the assailant. He tells the police, who show him a video of the crying victim, that on the night of the crime he has only gone out to get gasoline, which is true. No one believes the newcomer because of his history. In one scene, a mother of a small boy sees her son on the street near the rapist and tells her child to go into their house. She then walks to her neighbor, points to him, and says "I know who you are. You're a rapist." I have never seen the whole movie, so can't give any more details.
