[SOLVED] Zombie movie (Wasting Away)
Probably a cheesy low budget relatively unknown zombie movie. Government chemical goo turns people into enhanced human/zombies. The unusual aspect about the film is that from the perspective of the infected normal humans are zombies, IIRC. Probably from the 2000s or 90s.
